The certification mapping project was conducted with the industry’s market leaders and some of the country’s government agencies whose certifications are both globally and locally recognized and accepted.
Certifying Organizations
The certifying organizations involved are both from the private sector and the government. The government agencies offering certifications are:
- Technical Education and Skills Development Authority (TESDA); and
- National Computer Center (NCC).
From the private sector, certifications are offered by IT vendors and by vendor-neutral organizations.
- Vendor-neutral organizations offering certifications are:
- Cebu Educational Development Foundation for Information Technology (CEDF-IT)
- Computing Technology Industry Association (COMPTIA)
- HDI
- International Computer Driving License (ICDL)
- International Council of Electronic Commerce Consultants (EC COUNCIL)
- Philippine National IT Standards Foundation (PhilNITS)
- Project Management Institute (PMI)

- IBM

Certification Levels
The certification levels vary across the certifying organizations. The research followed the categorization established by each certifying organization. The classifications and levels have not been applied uniformly across all organizations. Below are some examples:
In the case of SAP, the following certification levels are used:
- Associate certification for consultants who have the fundamental knowledge requirements
- Professional certification for those with proven project experience, business process knowledge and a more detailed understanding of SAP solutions.
- Master certification involves demonstrating an expert-level understanding of a specific area of SAP software and the solution optimization through in-depth knowledge and vision.
Oracle uses similar level titles as SAP up to the third level; then two other levels are defined - Associate, Professional, Master, then Expert and Specialist levels.
For CISCO, the defined levels are two-fold, General and Specialist. Within these categories are the levels Associate, Professional, and Expert.
IBM’s certifications are product specific and role-based with skills level like IBM Certified Application Developer – IBM Workplace Designer 2.5, IBM Certified Advanced Database Administrator – DB2 Universal Database, and IBM Certified Solution Expert – U2 Unidata V5.2 Administrator.
