European IT Service Center Foundation, Inc. (EITSCFI) is an initiative of the European Chamber of Commerce of the Philippines (ECCP), German Development Cooperation (GTZ) and the Asia-Europe Foundation of the Philippines to bridge the eSourcing needs of Europe with the IT/BPO capabilities in the Philippines. The EITSC is to focus on three main areas of activities: (1) providing a network of service providers in the Philippines to meet European eSourcing needs, (2) training of IT/BPO staff - qualification management, and (3) assisting European SMEs to start-up outsourcing operations in the Philippines.

The Hanns Seidel Foundation (HSF) is a non-profit, non-governmental organization based in Munich, Germany with operations in more than 60 countries worldwide. HSF has been active in the Philippines since 1979, extending development assistance mainly in the field of human resource development ranging from training and education, research and publications, to project development.

The European Chamber of Commerce of the Philippines (ECCP) is a service-oriented organization whose main goal is to foster close economic ties and business relations between the Philippines and Europe. The ECCP does this by providing a wide range of business services and by creating linkages between companies, organizations and individuals with existing or potential business interests in Europe and the Philippines.

The European Union (EU) is established in accordance with the Treaty on European Union (Maastricht). At present, it has 25 Member States. The European Union is a major player in international co-operation and development aid. Today, the European Community has political and financial responsibility for over 10% of the world’s public aid (ODA). The primary aim of the EC is the eradication of poverty by targeting its assistance on six priority areas: trade and development; regional integration and co-operation; support to macroeconomic policies and equitable access to social services; transport; food security and sustainable rural development; institutional capacity building, good governance and the rule of law. In addition to these core areas, important crosscutting issues are being mainstreamed into development activities namely: human rights, gender equality, environment and conflict prevention.

The European Commission is the European Community’s executive body. The Commission is also a manager and executor of common policies and of international trade relationships. It is responsible for the management of European Union external assistance.
